Cities: Skylines II cheats and cheat codes

Cities: Skylines 2 has no cheat console, and the tilde key is reserved for something else in the game. Instead, there are two built-in options, unlimited money and unlocking every building. Both sit on the map settings screen and come with the game, so you do not need to download anything. For those who want more, the PC version has a developer mode that you turn on by adding a single line to the game's launch options, and it gives you direct access to the simulation settings.

Map settings, Tab in developer mode
  1. When starting a new game, pick a map and go to the map settings screen.
  2. Tick the unlimited money and unlock all boxes.
  3. For developer mode, right-click the game in Steam and type -developerMode into the Launch Options box under Properties.
  4. Once the game is running, the Tab key brings up the developer menu and the Home key brings up the object placement list.

Developer mode is not an official cheat tool but the developers' test menu. Because it changes the simulation directly, it can break your save.

Common questions

Are there cheat codes in Cities: Skylines 2?
There are no codes to type, and the game has no cheat console. Instead, there are two built-in options on the map settings screen, unlimited money and unlock all. The PC version also has developer mode.
How do I turn on unlimited money?
When starting a new game, pick a map and go to the map settings screen, then tick the unlimited money box there. Once you build your city, your budget never goes down.
Can I earn achievements with cheats turned on?
No. You cannot earn achievements while cheat options are turned on. If you want to collect achievements, you need to start a separate cheat-free save.
Can I turn unlimited money off again?
No, it is permanent for that save. The only way back to a normal economy is to build a new city. It is worth knowing this before you try it.
Why are there no console commands?
The game did not ship with console commands, and the tilde key is reserved for something else. Paradox put the cheat options directly into the menu instead.
Is developer mode safe?
It is risky. This menu was made for developers rather than players, and it changes the simulation directly. Make a separate copy of your save before you use it.
How is it different from the first game?
In the first game, the options were listed as mods under the Content Manager and could be turned off later. In the second game, the options moved to the map settings, and unlimited money cannot be undone once turned on.
