"Eternal Blaze" The Magistrate's advisor born in flames
Changli is a cool-headed strategist born in flames, a former Secretary-General of the Central Secretariat in the capital and now an advisor to Jinhsi, the Magistrate of Jinzhou. She is a Fusion Resonator who wields a Sword. Her True Sight attacks build up Enflamement stacks, which she bursts with Flaming Sacrifice, a huge Heavy Attack that counts as Resonance Skill damage. Because she can deal high damage in a short time and swap out, and because her Outro amplifies Fusion and Liberation damage, she can be played as a Main DPS in mono Fusion teams and as a Sub DPS in quick-swap teams.
Changli is a limited 5★ Resonator and does not drop from the standard banner; she can only be pulled with Radiant Tide while her banner is active. She first arrived in the second half of version 1.1 with the "Vermillion's Ploy" banner that opened on July 22, 2024. She got a rerun in 2.1 and appeared again in the 2.3 anniversary reruns and the selector banner in 3.5. A 5★ is guaranteed within 80 pulls; your first 5★ has a 50% chance to be the featured character, and if you lose that, your next 5★ is guaranteed to be the featured one.
2-piece: Fusion DMG + 10%.
5-piece: Fusion DMG + 30% for 15s after releasing Resonance Skill.
The 30% Fusion DMG for 15 s after using a Resonance Skill stays up constantly thanks to Tripartite Flames. Almost all of Changli's damage is Fusion, so this is her most consistent set.
2-piece: Energy Regen + {0}.
5-piece: Upon using Outro Skill, increases the ATK of the next Resonator by 22.5% for 15s.
If you play Changli as a Sub DPS, use Moonlit Clouds, which gives the next character 22.5% ATK after the Outro, with Impermanence Heron as the main Echo.
Nightmare: Inferno Rider
In the main slot, it gives 12% Fusion DMG and 12% Resonance Skill DMG Bonus without using its Echo Skill, directly boosting all of Changli's big hits that count as Resonance Skill damage.
Use the 4-3-3-1-1 layout. About 120% Energy Regen is enough to use Radiance of Fealty every rotation; past that threshold, stack crit stats.
Her signature weapon. On top of its 48.6% Crit. DMG main stat and 12% ATK, its Searing Feather stacks, which fill quickly with Resonance Skills (4% per stack, up to 14 stacks), multiply Changli's Resonance Skill damage.
The standard banner's 5★ Sword. With a 24.3% Crit. Rate main stat, an Energy Regen passive and ATK after a Resonance Skill, it is the closest option to her signature weapon.
A strong stat stick with a 12% ATK passive and a 24.3% Crit. Rate main stat; its Basic Attack-related bonuses do not do much for Changli.
The best 4★ option. It gives 15% ATK for 15 s after an Intro Skill, and with its ATK% main stat it fits Changli's short rotation.
A 4★ alternative that works well in short rotations, with ATK stacks that fill up as you enter combat.

Totals are calculated from game data: Every ascension stage from 1→90, skills 1→10 and every skill tree node.
Offers a four-hit Fusion combo and a four-hit mid-air string; the 4th hit of both strings puts Changli into the True Sight state for 12 s. Her Heavy Attack links into the aerial combo with an upward strike, and her plunging attack links into the ground combo.
Dashes at the enemy, enters True Sight and finishes with a plunging attack that deals Fusion DMG; it has 2 charges, and one charge refills every 12 s. In True Sight, Basic Attack on the ground performs True Sight: Conquest, and Basic Attack after jumping or in mid-air performs True Sight: Charge; both count as Resonance Skill damage and end True Sight.
Once 4 Enflamement stacks build up, her Heavy Attack turns into Flaming Sacrifice, which spends all stacks. This big Fusion strike counts as Resonance Skill damage and is Changli's main damage source, and she takes 40% less damage while using it. Stacks come one at a time from True Sight: Conquest and True Sight: Charge hits, and 4 at once from her Liberation.
Deals Fusion DMG to nearby enemies, instantly grants 4 Enflamement and enters Fiery Feather. Flaming Sacrifice used within 10 s gets 25% more ATK, so a Heavy Attack should come right after her Liberation.
Changli appears from the air, deals Fusion DMG to the target and enters True Sight directly for 12 s. This way, you start collecting Enflamement with Conquest or Charge as soon as she enters the field.
The next character's Fusion DMG is amplified by 20% and Resonance Liberation DMG by 25% (for 10 s or until they leave the field). This is the effect that makes Changli a valuable Sub DPS in Fusion teams.
When using True Sight: Conquest or True Sight: Charge, each Enflamement stack she holds increases Changli's Fusion DMG Bonus by 5%. The more stacks build up, the harder her True Sight attacks hit.
Using Flaming Sacrifice or Radiance of Fealty gives Changli 20% Fusion DMG Bonus, and her damage ignores 15% of the target's DEF. This passive directly boosts her biggest hits.
When the target's Off-Tune level is full, Changli can perform the Sword-specific Tune Break attack; it is a shared mechanic that opens an extra damage window on the staggered enemy.
The 25% Crit. Rate at S2 is the most efficient Sequence for Changli's personal damage, while S4 gives the whole team 20% ATK and is especially valuable when you play her as a Sub DPS. S5 and S6 make Flaming Sacrifice far deadlier, but she plays comfortably at S0 as well.
Tripartite Flames and Flaming Sacrifice increase Changli's damage by 10% and grant interruption resistance.
Enflamement stacks increase Changli's Crit. Rate by 25% for 8 s, making your crit investment much more efficient.
Radiance of Fealty's damage increases by 80%.
After her Intro Skill, the whole team's ATK increases by 20% for 30 s; this is one of her most valuable Sequences for the team.
Flaming Sacrifice's multiplier increases by 50%, and its damage also increases by a further 50%.
Tripartite Flames, Flaming Sacrifice and Radiance of Fealty ignore an additional 40% of the target's DEF.
Brant's Outro amplifies Changli's Fusion DMG by 20% and Resonance Skill DMG by 25% and keeps the team alive; Lupa rounds out the team by increasing Fusion DMG.
Mornye heals the team and, with her Outro, gives everyone 25% DMG Amplification for 30 s; together with Lupa's Fusion buffs, she widens Changli's damage window.

When you play for damage, 5-piece Molten Rift with Nightmare: Inferno Rider as the main Echo is the best. If you use Changli as a Sub DPS, you can switch to 5-piece Moonlit Clouds with Impermanence Heron.
Her signature weapon Blazing Brilliance is by far the best; it multiplies her Resonance Skill damage with stacking charges. The standard 5★ Emerald of Genesis is a very good alternative, and on the 4★ side, Commando of Conviction and Lunar Cutter can be used.
In 3.6, she is one step behind the top characters, but she is still strong in Fusion teams. She works as a Main DPS in a mono Fusion team with Lupa and Brant, and as a Sub DPS next to Fusion characters like Encore.
The best-fitting lineup is Changli + Lupa + Brant; Brant's Outro amplifies Changli's Fusion and Resonance Skill damage. Mornye in place of Brant, or a team with Encore + Verina for the Sub DPS role, are good alternatives.
For Ascension, she needs Rage Tacet Core, which drops from Inferno Rider, Pavo Plum and the Ring series. For skills, she uses the Metallic Drip series, the Ring series and the weekly material Sentinel's Dagger, which drops from Sentinel Jué; the full list with quantities is in the materials section.
