"Blossom of Slashes" Jinzhou's sleepy but unshakable shield
Taoqi is the border defense director of the Ministry of Development in Jinzhou; even though she always looks like she is about to doze off, she does her job flawlessly and is a manager and friend everyone trusts. She is a 4★ Havoc Resonator who wields a Broadblade, and both her shields and her Resonance Liberation damage scale with her DEF. Her Resonance Skill sets up Rocksteady Shields for the team, her Heavy Attack puts her into a counterattack stance and her Timed Counters produce new shields. Her Outro Skill amplifies the next character's Resonance Skill DMG by 38%, so she is used as a protective support alongside Resonance Skill-focused DPS characters like Jinhsi and Carlotta.
Taoqi is a 4★ Resonator and can be pulled from every standard and limited Convene banner; her odds rise noticeably when she is one of the rate-up 4★ characters on a limited banner. There is no permanent way to get her for free; to complete her Sequences (Resonance Chain), you need to pull her again and again.
2-piece: Energy Regen + {0}.
5-piece: Upon using Outro Skill, increases the ATK of the next Resonator by 22.5% for 15s.
The 2-piece gives Energy Regen, and the 5-piece gives the next character 22.5% ATK after the Outro. Combined with Taoqi's Resonance Skill buff, it gives the Main DPS a double boost.
Bell-Borne Geochelone
Its Echo Skill deals Glacio DMG based on DEF and sets up a shield that gives the team 50% damage reduction and a 10% damage increase; a perfect fit for Taoqi, a DEF-based shield support.
If you also want her own damage, pick crit on the 4-cost and Havoc DMG on the 3-costs; if you will play her purely for shields, switch to DEF% and Energy Regen in those slots. The 1-costs should be DEF% in both cases, and keeping Energy Regen in the 120-140% range lets you use her Liberation regularly.
The best option. Its 61.6% DEF main stat boosts her shields and Liberation damage, and it gives another 8% ATK and 15% DEF for 15 s after an Intro.
4★; with its 51.8% Energy Regen main stat and 8 Concerto Energy refunded after a Resonance Skill, it gets her Outro ready quickly; the first choice if you are short on energy.
4★; gives a 20.25% Crit. Rate main stat and an ATK bonus that stacks 5 times with Basic/Heavy Attack hits; for those who want to play Taoqi with a little more damage focus.
An easy-to-get 4★ that can be crafted at the weapon workshop. Its 32.4% Energy Regen main stat covers Taoqi's energy needs, while its passive offers limited value.

Totals are calculated from game data: Every ascension stage from 1→90, skills 1→10 and every skill tree node.
Performs a four-hit Havoc combo; holding Basic Attack puts her into the Rocksteady Defense stance, which reduces the damage she takes by 35%. If she is attacked during it, or if the stance lasts 3 s, Taoqi automatically responds with Strategic Parry.
Deals Havoc DMG to nearby enemies, heals herself and creates 3 Rocksteady Shields. When the on-field character is attacked, one shield is spent to reduce the damage taken; if she is hit while using it, Strategic Parry triggers on its own.
Taoqi holds up to 3 Resolving Calibers, and the 4th Basic Attack converts the remaining Rocksteady Shields into them. While she has Resolving Calibers, Strategic Parry or a Basic Attack after her Intro performs the three-hit Timed Counters, which counts as Basic Attack damage, and each hit spends one Resolving Caliber to grant a shield.
Taoqi deals Havoc DMG with a powerful strike that scales with her DEF. If you have invested in DEF, it is a serious damage source during her short field time.
Attacks the target as she enters the field and deals Havoc DMG. Press Basic Attack right after to go straight into Timed Counters; this is Taoqi's most efficient opener in quick-swap teams.
The next character's Resonance Skill DMG is amplified by 38% for 14 s or until they leave the field. This is Taoqi's biggest contribution when playing with Resonance Skill-based DPS characters.
While a Rocksteady Shield lasts, the character's DEF increases by 15%. Her shields and Liberation scale with DEF, so it directly raises Taoqi's power.
Recovers 25 Stamina when Strategic Parry triggers successfully. A passive that makes it easier to use her defensive stance more often.
When the target's Off-Tune level is full, Taoqi can perform the Broadblade-specific Tune Break attack; it is a mechanic shared by all Resonators that opens an extra damage window on the staggered enemy.
S2 raises her Liberation damage, and S5 raises both her Timed Counters damage and her energy gain, which makes them her most valuable Sequences; S1 also noticeably strengthens her shields. As a 4★, her Sequences pile up over time.
The shield granted by Power Shift becomes 40% stronger.
The Crit. Rate and Crit. DMG of Unmovable increase by 20% each.
Rocksteady Shield's duration is extended to 30 s.
When Strategic Parry succeeds, Taoqi restores 25% of her HP and her DEF increases by 50% for 5 s (once every 15 s).
Power Shift damage increases by 50%, and on hit it grants 20 Resonance Energy, largely solving her energy problem.
While the Rocksteady Shield lasts, Taoqi's Basic and Heavy Attack damage increases by 40%.

5-piece Moonlit Clouds is the best, since it gives Energy Regen and increases the next character's ATK by 22.5% after the Outro. Use Bell-Borne Geochelone as the main Echo; if you do not have it, Impermanence Heron also works.
She has no signature weapon; the best option is the 4★ Dauntless Evernight with its 61.6% DEF main stat. If you are short on energy, use Discord, and if you want a little more damage, use Autumntrace.
In the current meta, she is a more niche support. Her shields and 38% Resonance Skill Outro are useful, but she falls behind newer supports. She is still valuable next to Resonance Skill-focused DPS characters, especially once S2 and S5 are unlocked.
The best pairing is Jinhsi + Taoqi + Shorekeeper. You can build a similar lineup with Carlotta, or an accessible Havoc team with Danjin and Verina.
For Ascension, she needs Gold-Dissolving Feather, which drops from Impermanence Heron, the local specialty Iris and Howler Cores. For skills, she uses the Waveworn Residue series, Howler Cores and the weekly material Dreamless Feather, which drops from Dreamless.
