You can learn every spell with a single command, but it comes at a price. Your spell list fills up with developer spells, which makes the menu hard to navigate. The dragon soul command, on the other hand, directly gives you the souls you need to unlock shouts, and it is a much cleaner solution.

I learned a shout but cannot use it.
Unlocking each word of a shout takes a dragon soul. Use the dragon soul command to give yourself as many souls as you want, then unlock the words from the menu.
How many souls does the dragon soul command give?
As many as the number you type at the end of the command. If you want to unlock every shout, just type a high number.
