GTA San Andreas: Police and wanted level cheats
In San Andreas you can manage your wanted level in three different ways. You can clear it, freeze it so it never rises, or push it to the max on purpose. The never wanted code makes free roaming especially relaxed.
Most codes here need cheats turned on first. See the section on how to open the console.

Police and wanted level cheats: Common questions
Is it possible to never get a wanted level?
Yes, there is a separate code for that. After you enter it, the police will not come after you whatever you do. Type the same code again to return to normal.
How do I clear my wanted level?
The clear code removes every star at once. It works even while the police are chasing you, which makes it the fastest way out of a chase.
Can I undo the pedestrian codes?
No. The codes that arm pedestrians and start a riot are permanent. You need to close the game without saving and start it again, or their effects get written into your save.
